Malicious link crashes ChromeOS, requires hard reboot

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10820.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3473.0 Safari/537.36
Platform: 10820.0.0 (Official Build) dev-channel eve

Steps to reproduce the problem:
1. Click on hijacked Google search result
2. Be redirected to 35.171.29.178/1-855-488-2988/ch/
3. Get 1000-2000 of these: https://imgur.com/GlQ3CJ3 and have ChromeOS freeze completely require hard reset to fix

What is the expected behavior?
Be able to close the window/process.

I'm not sure if this is the correct place to report this, but felt compelled to report it somewhere.
 
This "downloading" happens despite Chrome still asking me if I want to allow the site to download multiple files, and me not yet giving any input. I am able to open the link and close it within a few seconds, but if I wait more than that the entire ChromeOS freezes entirely. I'm going to guess there's somewhere between 1000-2000 entries of these attempted downloads in my downloads tab.
