Bookmarks bar is sometimes on-top-of the tab-strip

Issue description

Chrome Version:  69.0.3473.0
OS: ChromeOS

What steps will reproduce the problem?
(0) Ensure that bookmarks are configured to show in New Tabs.
(1) Open a window.
(2) Enter Immersive full-screen (via the key on the top row).
(3) Create a tab.

What is the expected result?

Expect that the bookmarks are in the content area, so are hidden by the tab-strip, when it is shown due to the mouse being moved to the top of the screen.

What happens instead?

When the tab strip is show, it appears _under_ the bookmarks, making it impossible to actually click on any of the tabs!

Re #4: Sorry, I don't have a bug # for that handy.

The bookmarks vs tab-strip z-order sssue still repros in 69.0.3494.0.  This seems to have coincided with the M69 tab-strip refresh.
