System menu gets dismissed whenever there is an app install notification

Issue description

ChromeOS  10827.0.0, 69.0.3475.0  dev-channel  eve

What steps will reproduce the problem?
(1) Add a user account and opt in to ARC++
(2) Once the app sync begins, click on uber tray to view system menu
(3) Wait for an app install notification

What is the expected result?
System menu should not be dismissed.

What happens instead?
System menu gets dismissed.
