Single tab mode: hide x button by default |

Issue descriptionThe essence of single tab mode is to present a more immersive viewing experience for single web documents. Just as you would use the window controls to close an app window, a user should intuit that the window controls close a single Chrome tab. Ideally, we hide the x button until the single tab is hovered. This provides the functionality upon request, but doesn't complicate the UI in it's default state. Time permitting, issue 856667 shows the x button by default because that's the existing 'active tab' behavior.

We also had at least one bug filed from teamfood on that last point. I feel nervous about this change.

Drive-by comment: I also find the lack of an "x" button on the single tab somewhat disconcerting, but maybe that's just change aversion :)
