Drop Down Menus Not Working

Issue description

Chrome Version       : <67.0.3396.99>
URLs (if applicable) : chickensmoothie.com, bugs.chromium.org/p/chromium/issues/entry?template=Defect+on+Windows
Other browsers tested: Microsoft Edge
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: N/A
    Firefox: N/A
       Edge: OK (42.17134.1.0)

What steps will reproduce the problem?
(1)Open Chrome
(2)Go to any site with a drop down options menu
(3)Click on the menu to see the drop down options

What is the expected result? The drop down menu stays open to let me browse the options.


What happens instead? The drop down menu closes whenever it wants, usually before I can scroll through the choices.


Please provide any additional information below. Attach a screenshot if
possible.

This looks same as  Issue 845195 , which we couldn't reproduce.

Is this reproducible with no installed extensions?

it still happens when there are no extensions installed.

Tried checking the issue on reported chrome version 67.0.3396.99 using Windows 10 with the below mentioned steps.
1. Launched chrome
2. Navigated to bugs.chromium.org/p/chromium/issues/entry?template=Defect+on+Windows
3. Clicked on drop down menu and we are able to hover and select the choice needed.
We didn't observe the drop down getting closed.

Requesting someone from Devteam to have a look into this and help in further triaging it.

Retried the issue again on Windows 10 and Mac OS 10.13.3 on the reported version 67.0.3396.99 and the latest Canary 69.0.3485.0 and unable to reproduce the issue as per comment #7.
As this issue is not reproducible at TE end, adding 'TE-NeedsTriageHelp' label and requesting the appropriate team to look into the issue and help in further triaging.
