download_manager log spam on startup

Non-Android Chrome is attempting to start the download_manager service on startup, but it doesn't exist anywhere but Android. This is causing unnecessary log spam from the service manager on Chrome launch. Gross!

Stop service manager spam

This prevents Chrome from attempting to spin up an instance of the
download_manager service on non-Android platforms, where it doesn't
exist. Stops spam from the service manager regarding the service.
