OS: Chrome (pixelbook)

Repro steps:
1. Open an app running in crostini (Ex: slack) that requires user input
2. Flip pixelbook screen so that it goes into tablet mode
3. Click on the input

Expected: On-screen keyboard should appear (as it does in regular chrome apps)
Actual: On-screen keyboard does not appear, have to go out of tablet mode and use physical keyboard.
