Apps running in crostini with timestamps have UTC time

Chrome version: 69.0.3464.0 (Official Build) dev (64-bit)

OS: Chrome

Repro steps:
1. Install Slack via command line
2. View messages
3. Times that are displayed are UTC

Expected: Should be the same timezone as my machine 
Actual: Times shown are UTC

this is currently WAI.  TZ info is harder to propagate than you might think.
