Chrome crashing when selecting "Manage other people" in settings |

Issue descriptionChrome Version : 68.0.3440.34 beta, 69.0.3464.0 dev What steps will reproduce the problem? 1. Open settings as device owner 2. Click "manage other people" What is the expected result? See managed other people screen What happens instead of that?
