Non-Regression: Unable to enable/disable the 'Dictation' accessibility both in login screen and sign-out screen

What steps will reproduce the problem?
(1)In sign-out screen>> Enable 'Dictation' accessibility from ubertray
(2)Sign-in to user>> Observe 'Dictation' accessibility is seen enabled. Try disabling it, unable to disable.
(3)Now, Sign-out and observe, it's seen disabled and unable to enable it. 

Actual: Unable to disable in login screen and unable to enable in sign-out screen 

Expected: Should be able to enable/disable the 'Dictation' accessibility both in login screen and sign-out screen.

This is a Non-Regression issue seen from 69.0.3464.0/10806.0.0 dev

Note : Issue is not seen in Linux,Windows OS

Confirmed on 69.0.3441.0 and 3467.
The dictation feature didn't turn on either in a user session or in the login screen.
I think this is related to the feature itself rather than the menu UI, because the menu UI part works in the same way as other accessibility features, based on what I can see in AccessibilityController class, but the other features could be turned on correctly.

Fixed an issue that I believe to be related to this one (https://chromium-review.googlesource.com/c/chromium/src/+/1147494). 

I don't encounter this issue with the patch, but since I was unable to reproduce before, Yamaguchi-san can you try the patch and see if it fixes the issue?

After patching 1147494, I confirmed I can toggle the feature from system menu in a user session.
However it still doesn't from the one in the login screen.

I can no longer repro the issue after several trials after my comment #6. (i.e. the confirmation popup shows correctly in the login screen). I could not figure out why.
Anyways I think this would happen less frequently than before by the improvement.
I'd like to ask the original reporter to verify again. Reopen if this is still observed.
