Chrome on Android 4 incorrectly reports support for CSS hyphens, on Win7 OK

Issue description

Steps to reproduce the problem:
1. Surf to https://conijnconsultancy.com/storage/featDetTest.php (= attached file) with Chrome on Android 4 (tested with 4.2.2), and see that it reports to support CSS hyphens, but that it fails the appearing test. 
2. Surf with Chrome on Win(7) to the same address, and see that it correctly reports to *not* support CSS hyphens. 
3. Surf with IE11, Edge or FF to the same address to check that the source code is valid and working, as long as the browser actually supports CSS hyphens.  

What is the expected behavior?
That Chrome on Android 4 reports to not support hyphens, just like Chrome on Win(7) does. That way, it becomes much easier for web devs to have the browser conditionally download a hyphenation Javascript, which can be quite lengthy.  

What went wrong?
Chrome on Android 4 reports incorrectly.

I know that the support also depends on whether the platform has hyphenation dictionaries integrated, but that is not the case with Windows either. Still, Chrome on Win reports correctly. Also, the problem may extend to (a) later Android version(s); I could not test them.

Chrome on Android *does* support hyphens on all supported versions of Android.

Note that Android 4.2 is long since unsupported.
@e...@chromium.org — Your comment is incorrect. This issue has nothing to do with the Android version being supported or not, but with it having a hyphenation dictionary or not. See https://www.chromestatus.com/feature/5642121184804864  and https://en.wikipedia.org/wiki/Android_version_history. 

If it would be a matter of the Android version being supported or not, Chrome on Android 5 would not support hyphens, but as I learned in the meantime, it does. And what if version 6 is no longer supported. Will Chrome then stop supporting hyphens on that Android version? Of course not. So, your comment is inaccurate  at best. 

I'm giving you the opportunity to change the status. If you're not going to do that, I want to file a complaint about you. Because you acted in the same manner in the case of the font rendering. See https://bugs.chromium.org/p/chromium/issues/detail?id=838662. I've had it with you. I'm spending time and effort on investigating matters and reporting it, but feel p.ssed off by your comments and actions.   
The only thing Chrome has to do is check whether there is a hyphenation dictionary present.
