OS : Windows (7, 8, 8.1, 10), Linux(14.04 LTS)

Precondition : Enable "#force-ui-direction" flag from chrome://flags page.

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://flags, enable above flag and restart the browser.
2. On NTP, open 'Chrome Task Manager' and click on any two processes.
3. Observe.

Actual Result : Unnecessarily process list gets scrolled left & right after clicking on any task in chrome task manager.

Expected Result : In task manager, process list should not get scrolled left & right after clicking on any process.

This is a regression issue broken in ‘M-68’ and below is the bisect info :
Good Build : 68.0.3427.0 (Revision : 557759)
Bad Build : 68.0.3428.0 (Revision : 558080)

(Unable to narrow down the range using per-revision bisect, hence providing bisect using old script)

You are probably looking for a change made after 557776 (known good), but no later than 557782 (first known bad).

1. Issue is also seen when browser language is set to local RTL language such as Arabic.
