What steps will reproduce the problem?
(1)Sign into User ->click on Uber Tray -> now hover mouse pointer on 'Accessibility' text and observe grey focus is not around the text 
(Please refer Screenshot)

Expected: Grey focus should be seen around the text
Actual: Instead grey focus is not around the text

This is Non-Regression Issue as New Uber Tray UI is seen from 69.0.3463.0
