Regression : Tab focus remains at Uber tray even after clicking on it |

Issue descriptionChrome Version: 69.0.3475.0/10827.0.0 dev channel Peppy, Candy & Blaze OS: Chrome What steps will reproduce the problem? (1)Sign into User -> click on Uber Tray -> select 'Sign out' option (2)In Sign out screen press 'Tab' key until focus is on 'Uber Tray' -> click 'Enter' from Keyboard -> observe still tab focus remains at Uber tray even after clicking on it (Please refer Video) Expected: Tab focus should not be seen at Uber tray after clicking on it Actual: Instead tab focus remains at Uber tray This is Regression Issue as same is working fine in 69.0.3457.0/10784.0.0 dev-channel Daisy @tetsui : please confirm the Issue
