OS: Win (7,8,8.1,10) and Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch Chrome and kill the any page from Chrome task manager.
2. Open DevTools using 'F12' key and close the 'DevTools was disconnected...' overlay.
3. Now resize the DevTools window towards LHS and observe the 'Reload' button.

Actual: 'Reload' button overlaps with DevTools window.
Expected: 'Reload' button should not overlap with DevTools window.

This is a regression issue, broken in M-66 series, below is manual regression range:

Good build: 66.0.3344.0 (Revision: 535593)
Bad build: 66.0.3345.0 (Revision: 536026)

Unable to provide bisect using bisect-per-revision script, Hence providing the bisect using old script:

You are probably looking for a change made after 535733 (known good), but no later than 535738 (first known bad).

1. This issue is not reproducible on Mac OS X (10.12.6,10.13.1,10.13.6) OS.
