"Save HAR with content" emit invalid json |

Issue descriptionChrome Version: (copy from chrome://version) OS: Linux What steps will reproduce the problem? (1) Open Devtools Network Panel (2) Navigate to https://www.sfgate.com/ (3) Right click on any resource item in the Network panel, and "Save as HAR with content. (4) Repeat above steps several times. What is the expected result? The output is a valid JSON file. What happens instead? Sometimes the HAR file is invalid JSON. --- After some inspection, the corruption seems to always happen around 100kb boundary, which matches https://cs.chromium.org/chromium/src/third_party/blink/renderer/devtools/front_end/network/HARWriter.js?l=129 Other variation is unexpected EOF.

Thanks for the report and repro case. I was able to reproduce on Linux 68.0.3418.0 and several versions, before, but I'm unable to repro on ToT. Although the repro is not consistent, I did a bisect to [1], and I suspect that the core issue might have been fixed by [2], which fixed encoding of unicode characters. Please let me know if you can still reproduce on M69 or later, and we will take a look.
