Feature request: Make the speaker icon on tabs that are playing audio clickable to mute audio

Reported by bhofmann...@gmail.com, Jun 29 2018

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.55.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36
Platform: 10575.55.0 (Official Build) stable-channel edgar

Steps to reproduce the problem:
1. Open a tab and play audio (Could be any YouTube video)
2. Open another tab
3. Click the speaker icon

What is the expected behavior?
1. Audio from that tab should mute
2. The speaker icon should indicate that audio is muted (suggest line through speaker much like YouTube)

What went wrong?
It's not *wrong*, it's just a feature request.

Did this work before? No

Chrome version: 67.0.3396.87 Channel: stable
