REPRO STEPS:
1.Switch Zhuyin keyboard.
2.Long press on 'ㄝ' key.
3.Long press on 'ㄡ' key.
4.Long press on 'ㄅ' key.


Actual result: 
2.1 No accent window pops up.
3.1 No accent window pops up.
4.1 Accent window with ! pops up.

Expected:
2.1 Accent window with ... pops up.
3.1 Accent window with ! pops up.
4.1 Accent window with 1 pops up.

Still repro on the latest version: 69.0.3479.0,10840.0.0 kevin.
