Regression : Unwanted glimpse of background contents is seen after clicking on 'Payment Methods' option in chrome://settings page.

Chrome version: 69.0.3476.0 (Official Build)Revision 86d261c5d8d1e6cd27cd72f8887c8de670f11b48-refs/branch-heads/3476@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://settings/
2. Now click on (Password or Payment Methods or Addresses..) and observe immedietly after opening page
 
Actual: Unwanted glimpse of background contents is seen after clicking on 'Payment Methods' option  
Expected: Unwanted glimpse of background contents shouldn't be seen after clicking on 'Payment Methods' option 

This is regression issue, broken in ‘M 69’ and will soon update other info:
Good build: 69.0.3475.0  (Revision: 570998).
Bad build: 69.0.3476.0 (Revision: 571360).

You are probably looking for a change made after 571078 (known good), but no later than 571079 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.
