Browser get crashed on allowing flash for www.tatapowersed.in

Issue description

Chrome Version:69.0.3476.0 (Official Build) (cohort: Stable)Revision	86d261c5d8d1e6cd27cd72f8887c8de670f11b48-refs/branch-heads/3476@{#1}(64-bit) 
OS: Windows(10).

Precondition: Enable 'Enable network service' flag from chrome://flags

Steps to reproduce:
(1) Launch chrome, navigate to www.tatapowersed.in
(2) Flash permission bubble appears click on 'Allow' button and observe.

Actual: Browser get crashed on allowing flash for  www.tatapowersed.in
Expected: Browser should not get crashed on  allowing flash for  www.tatapowersed.in

Above issue is Regression broken in M-69 and will soon update other info:

Note:Issue is not seen on Mac and Linux OS.

Update:
Kindly go through updated steps to reproduce issue:
1.Launch chrome ,open NTP and Navigate to www.tatapowersed.in.
2.In New NTP Enable 'Enable network service' flag from chrome://flags and relaunch the chrome.
3.Again navigate to above URl.
4.Flash permission bubble appears click on 'Allow' button and observe.

Did this work with Enable network service flag disable?

Update :
Rechecked the above issue on Windows 10 OS with latest Canary Chrome version : 69.0.3493.0 and the issue is Fixed.Kindly refer the attached screen cast for reference.
