Regression : Unnecessary text on 'sign out of chrome' get selected after long tap/touch outside overlay .

Issue description

Chrome version :  69.0.3475.0 (Official Build)  95ab095d962f25bee2255b45bc08707b683c821c-refs/branch-heads/3475@{#1}(32/64-bit) 

OS : Windows-10(Touch)

Precondition: Sign into chrome with valid credentials.

Steps to reproduce:
1. Launch chrome ,navigate to 'chrome://setings' and click on 'sign out' button.
2. Now tap/touch on outside overlay and observe.

Actual Result: Unnecessary text  on 'sign out of chrome' get selected after long tap/touch outside overlay .
Expected Result:  After long tap/touch , context menu should get open instead of text selection.

This is a regression issue broken in ‘M-63’ and will soon update other bisect info.
Good build: 63.0.3226.0
Bad build: 63.0.3227.0

Note:Issue is not seen on Mac(10.12.6 , 10.13.1 , 10.13.6), Win(7,8,8.1,10) and Linux(14.04 LTS)  OS

The change you pointed is in event_sender, which is only related to sending events in tests.
And also, the behavior you seen is related to long press text selection, I don't think it's a regression. Long press text selection will select nearest words.
