Regression : Unnecessary text on 'sign out of chrome' get selected after long tap/touch outside overlay .

Issue descriptionChrome version : 69.0.3475.0 (Official Build) 95ab095d962f25bee2255b45bc08707b683c821c-refs/branch-heads/3475@{#1}(32/64-bit) OS : Windows-10(Touch) Precondition: Sign into chrome with valid credentials. Steps to reproduce: 1. Launch chrome ,navigate to 'chrome://setings' and click on 'sign out' button. 2. Now tap/touch on outside overlay and observe. Actual Result: Unnecessary text on 'sign out of chrome' get selected after long tap/touch outside overlay . Expected Result: After long tap/touch , context menu should get open instead of text selection. This is a regression issue broken in ‘M-63’ and will soon update other bisect info.
