SVG property vector-effect=“non-scaling-stroke” still scales stroke

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/605.1.15 (KHTML, like Gecko) Version/11.1.1 Safari/605.1.15

Steps to reproduce the problem:
1. Goto https://codepen.io/anon/pen/eKQrYL
2. The strokes width on the right should remain constant as viewbox changes. Notice the behavior difference between Chrome and FireFox.

What is the expected behavior?
Constant stroke width as view box changes.

What went wrong?
Stroke width changes when the viewbox width and height approaches 0 

Did this work before? N/A 

Does this work in other browsers? No
 This behavior is in: 
Chromium Version 67.0.3396.99 (Official Build) (64-bit) and 
Safari Version 11.1.1 (13605.2.8)

FireFox 61.0 (64-bit) works fine.

Chrome version: Version 67.0.3396.99 (Official Build) (64-bit)  Channel: n/a
OS Version: OS X 10.13.5
Flash Version: NA

Sorry. This bug shows only on Chromium. Safari and FireFox scale stroke width properly.

Duplicate of  bug 849080 .
It's fixed already in Chrome 68 and 69.
Chrome 67 won't have the fix, apparently.
