In some pages , open in the backgroup and throthling backgroud timer is on pictures are not loaded

Steps to reproduce the problem:
1. Long press on a link to ynet.co.il 
And open the backgroung
2.switch to the above new tab. You may wait or not for a few seconds
3. 

What is the expected behavior?
See the page normally with images

What went wrong?
Some images are not seen

Did this work before? N/A 

Chrome version: 68.0.3440.40  Channel: beta
OS Version: 8.0

Tested the issue on Android and Observed the page normally with images

Steps followed:
1.Launched chrome
2.Navigate to ynet.co.il >> long press on the link and opened in new tab
3.Switched to new tab and Observed page normally with images

Chrome versions tested:
68.0.3440.40
OS:
Android 8.1.0
Android Devices:
Pixel 2 XL

@ronefrati: Could you please confirm on which device the issue is observed along with the android build version used by you. This will help us to reproduce the issue from our end.

Also could you please provide screen-cast of the issue for further triaging.
