Pop-up windows crash Crostini

Issue description

What steps will reproduce the problem?
(1) start a terminal window
(2) start vs code
(3) make sure to split the window into two columns
(4) drag a file from the left column to the right

What is the expected result?
File is dragged over.

What happens instead?
Chrome crashes.  All terminal windows closed.  vs code closed.  All browser windows closed.

I get a message to restore, and I say yes.  If I try to restart vs code, it just hangs.  The spinner in the task bar just keeps spinning.  To fix I need to sign out and then back in.

Status: Fixed (was: Assigned)
The incorrect use of xdg popups in sommelier has been fixed. That will make the crash go away. However, we should also fix this crash in chrome as a malicious client should not be able to crash chrome. We have issue 859649 for that and oshima@ is working on it.
