Issue descriptionPlease see this design doc: https://docs.google.com/document/d/1nEVtR8JH2zkEq-FhIHqAlf5V9Ls7DrE04jiUuZwAM5o/edit We need a branch-heads/nacl branch (off of master is fine) for publishing NaCl prebuilts. Not sure who should own this, so assigning to agable@ for now to take this issue or assign to someone who can.

Correct component, but we have a rotation here which looks at unowned issues (since most owned ones are bugs we are waiting for feedback). So, de-assigning agable@ thomasanderson@ can you explain what permissions you want for your new branch? Who (robot|Human) and how will commit here, and will it be read-only upon creation?
