Text alignment in completed downloads

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3472.3 Safari/537.36

Steps to reproduce the problem:
1. Download a file and let it finish 
2. The file name text in the download region in the bottom left corner is misaligned with the icons surrounding it

What is the expected behavior?

What went wrong?
The file name should be vertically centered, or at least on the same height as the icons do.

Did this work before? N/A 

Chrome version: 69.0.3472.3  Channel: dev
OS Version: OS X 10.13.5

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on reported chrome version 69.0.3472.3, latest stable 67.0.3396.99 and on latest chrome 69.0.3481.0 using Windows 10 & 7. 
 
Note: Issue seen on Windows only

Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.
