Cancelling a multi-tab drag with escape leaves the window semi-transparent on the screen

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Open multiple tabs, then shift click on a tab to select multiple tabs 2. Start dragging the tabs 3. While still dragging, press escape on the keyboard What is the expected behavior? It should cancel the drag What went wrong? The window stays on top of the screen semi-transparent like it is being dragged. It appears on top of everything even if you switch to another app. The window elements can still be interacted with. The only way I found to make it go away (aside from closing the window) is to shift select and drag the tabs again. Did this work before? Unable to reproduce the issue on mac 10.13.3 and mac 10.12.6 using chrome reported version #67.0.3396.99 and latest canary #69.0.3486.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Opened multiple tabs, then shift click on a tab to select multiple tabs. 2. Started dragging the tabs. 3. While still dragging, pressed escape on the keyboard asmeurer@ - Could you please check the issue on latest canary #69.0.3486.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. Apparently you have to select all the tabs in a window to trigger this bug. But I just tried in Canary (Version 69.0.3486.0 (Official Build) canary (64-bit)), and it doesn't reproduce there. When you drag all the tabs from a window, it just drags the whole window, and pressing escape stops the dragging. So it seems this has already been fixed.
