Page jumps when using toolbar-swipe behavior

Issue description

The page jumps while using the toolbar swipe layout (see attached video).

Version: 69.0.3475.0

Repro:
1) Open any page
2) Swipe left or right on the top toolbar

The page and toolbar jump up slightly, it should not jump.

Bad: 69.0.3475.0
Good: 69.0.3464.0

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1) Open any page
2) Swipe left or right on the top toolbar
3) Observed that the page and toolbar jump up slightly.


Chrome versions tested:
69.0.3475.0(Dev), 69.0.3486.0(Latest canary)

OS:
Android 9.0

Android Devices:
Pixel 2 XL

Using the per-revision bisect providing the bisect results,
Good Build - 69.0.3474.2 570647
Bad Build - 69.0.3475.0 570997

You are looking for a change made after 570970(GOOD), but before 570971(BAD).
