"What's new" panel shown despite setting |

Issue descriptionChrome Version: 67.0.3396.99 (Official Build) (64-bit) OS: Linux What steps will reproduce the problem? (1) Disable the "What's new" panel by unchecking the "Show what's new after each update" checkbox in settings. (2) Wait for update. (3) Open dev tools. What is the expected result? Dev tools is shown. What happens instead? The "What's new" panel is being shown. This happens across all my desktop devices and is getting quite annoying. Can we please either fix the option to suppress the panel, or, better yet, never show it unless one has explicitly opted in.

Thanks for the report. I was unable to reproduce, turning off the setting and updating M68 > M69 did not show the What's New panel for me, across all profiles. Users still need to opt-out from Chrome on each device, however. kayce@, do you know if there's been significant negative feedback? This is the only crbug since crbug.com/762162 added the opt-out setting, as far as I know.

This just showed again, out of the blue, despite not having updated or even restarted Chrome in a few days. This is getting *really* annoying.

I'm not sure how to repro this if the setting is unchecked. The code shares the same logic as other settings, so I'm not sure why it would show if Chrome did not update. - Does DevTools remember other settings like dock status? (setting dock-to-left should persist on close/reopen) - Can you open DevTools-on-DevTools, open the Console, and check that `Help.latestReleaseNote().version` is a number > 0? - Are you leaving "What's new" open (not closing it)? If this is the case, we might have a fix. Currently, DevTools restores the open drawer tabs from the last session. We could add an exception for "What's new" in this case. That way, closing and reopening DevTools will not show "What's new".
