Try to check for Termina updates ahead of first Crostini app launch |

Issue descriptionWith the new approach for tying Termina versions to Chrome OS versions, users will need to get an updated Termina after a Chrome OS update. We should try to check for that update as early as possible so that it's usually ready when the user launches an app. We do need to consider all of the usual logic for checking for updates, since there are many edge cases already handled.

Observed below version details with respect to chromeos version. Kevin device with Chrome OS version M71-11120.0.0 has 11101.0.0 Nami device with chromeos version M70- 11021.34.0 has 11021.10.0 nverne@ is this expected/correct behavior(version). |
