VR test hitting NTP assert

We recently started getting flaky assert failures in VrShellTransitionTest#testEnterVrInOverviewMode from the New Tab Page during shutdown. Specifically, it's hitting https://cs.chromium.org/chromium/src/chrome/android/java/src/org/chromium/chrome/browser/ntp/NewTabPage.java?q=newtabpage.java&sq=package:chromium&dr&l=578.

A bisect points to https://chromium-review.googlesource.com/1115424, but that just causes us to actually fail upon hitting the assert.

Michael, do you think this is something we're doing wrong during VR shutdown?

Looks like something recent is causing us to hit this more consistently.
