Nondeterministic package install errors blocking Fuchsia x64 bot

I'm seeing nondeterministic blob installation failures. I installed the same package on the system and rebooted multiple times. Each time shows a different different missing blob entry in "/pkgfs/needs/blobs":

Fuchsia: Temporarily remove content_unittests from Fuchsia x64 bot.

Some CLs are affected by a nondeterministic package install bug
which is occurring in content_unittests, preventing those CLs from
being landed.

This CL unblocks those CL owners by temporarily removing content_unittests from the
CQ.

Revert "Fuchsia: Temporarily remove content_unittests from Fuchsia x64 bot."

This reverts commit b5aeee5acb531abdf6a1d38cd90a28163cd7661e.

Reason for revert: 'pm archive' issue was resolved, and content_unittests appears stable on FYI.
