Steps To Reproduce:
(1)Open wallpaper picker
(2)Turn off wifi network and try to set "solid colors" wallpapers.

Expected Result:

Actual Result:
Unable to set "solid colors" wallpapers when offline.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?
