Incorrect data fill in autofill

Issue descriptionThis is about the Bug Present In the "AUTOFILL AND PAYMENTS" Section in Chrome. When I entered the address. The *Country* field shown after Pincode field is Completely wrong . the Option are of Choosing State name. this occurred for choosing India in the Very first field. Google has to note that there are two fields with same name 'Country'.

Tested the issue on Android and unable to reproduce this issue. i.e;Seeing State field after PIN code section Steps followed: 1. Launched chrome , settings > Autofill and Payments > Addresses > + Add address > Selected India in country field 2. Observed State field after PIN code section Chrome versions tested: 67.0.3396.87(Stable) , 70.0.3501.0(canary) OS: Android 9.0 Android Devices: Pixel 2 XL attralrajathi@: Could you please let us know if this issue is consistently reproducible? Please provide additional details like chrome version, android version, device details etc. This would help in better triaging. Thanks!
