hide shelf when flicking down with finger.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS aarch64 10718.34.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.40 Safari/537.36
Platform: 10718.34.0 (Official Build) beta-channel kevin

Steps to reproduce the problem:
1. Use Tablet mode
2. Use finger to hide task bar
3. 

What is the expected behavior?
Task bar should hide when flicking down with finger.

What went wrong?
Task bar does not hide.

Did this work before? Yes I'm not sure which past version.

Chrome version: 68.0.3440.40  Channel: beta
OS Version: 10718.34.0
Flash Version: 

I had this issue in beta and developer mode lately.  Now it is happening in the latest version of Stable mode.

This is a part of the redesign.
This is WAI to prevent people from accidental swipes.
Respectfully, users understand at this point that this is not a bug, is part of a redesign and is WAI. However, a lot of users are having problems with it. It has now become a plea to reconsider and to bring back the ability to hide the shelf in tablet mode.

Ok, but how can I hide the shelf in tablet mode?
Am I correct that it used to be an optional setting? If having it close creates a problem for me I could change the setting.  Forcing the behavior seems like a step backwards.

At a minimum keep the position setting.
A personal use case is reading a book in dark mode: black background with dim beige text. Being unable to hide the shelf means the full-color shelf icons disturb the viewing experience the entire time -- previously I could access the shelf as needed by dragging from the bottom of the screen.

As is highlighted on  bug 820368 , the result is now there are lots of accidental swipes on shelf icons by those of us using a stylus (including the pixelbook pen).

Hi there, to still allow hiding shelf and also get rid of accidental swipes, we are going to support "Auto-hide" via long-press on the shelf and clicking on Auto-hide.
