Project Member Reported by ishvets@google.com, Jun 28 2018

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Platform: 10452.99.0 (Official Build) stable-channel lulu

Example URL:
https://www.w3.org/TR/2016/WD-wai-aria-practices-1.1-20160317/examples/radio/radio.html

Steps to reproduce the problem:
1. Go to the following URL:
https://www.w3.org/TR/2016/WD-wai-aria-practices-1.1-20160317/examples/radio/radio.html
2. Enable ChromeVox
3. Navigate to the "Pizza Crust" radio button group

What is the expected behavior?
Navigating to the radio group should announce the radio name label and radio group label, e.g. "Regular crust, radio button unselected, 1 of 3, Pizza Crust, Radio button group"

What went wrong?
Navigating to the radio group only announces the radio name label, e.g. "Regular crust, radio button unselected, 1 of 3, Press search plus space to toggle, Press search plus space to activate"
