Steps to repro:
# With ChromeVox enabled, Navigate to section 1 of the talkback test app
# Navigate to the button with popup select box with search+right arrow
# Activate the popup with search+space
# Use search+right arrow then search+space to choose an option
# Use search+right arrow to move to the next element

Expected: ChromeVox proceeds to the next element after the popup

Actual: Chromevox moves to the top of the app
