Devtools extension toolbar button state does not change on activate

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: (Note: I've attached an example extension that takes care of these steps. After installing it, launch the devtools panel and navigate to the "Button-test" tab) 1. Create a devtools extension. 2. Call chrome.devtools.panels.create() with appropriate args. 3. In the callback provided to function in prior step, call panel.createStatusBarButton() with a button image that contains the active and inactive as described in devtools extension api docs (https://developer.chrome.com/extensions/devtools_panels#type-ExtensionPanel). What is the expected behavior? When the user clicks on the button, the button display should toggle to the right-hand side of the provided image. What went wrong? The right-hand side of the button image is never displayed and the user receives no feedback that the button is in a pressed state. It looks dead. Did this work before? Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 17.10 using chrome reported version #67.0.3396.99 and latest canary #69.0.3486.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
