What steps will reproduce the problem?

(1) Open multiple URL's in different tabs
(2) Bookmark few tabs & Create a folder on Bookmark bar which should contain subfolders and other bookmarks.
(3) Now try to drag one bookmark into a folder 

What is the expected result?
while moving a bookmark to a folder, all files and folders should not be seen when user hover on it.

What happens instead?
while moving a bookmark to a folder, all files and folders are seen when user hover on it.

Note: 
1. Flag (Use Views browser windows instead of Cocoa) is flipped by default to M68 and M69.Hence not required to enable that flag
2. Same issue observed on M69
3. Same issue seen on incognito mode also
4. Subfolders and files are not seen when we hover on it If we manually disable the flag.
