some ChromeOS tests don't correctly setup a signed in profile

the create a signed in profile without an email. This should never happen in production, but can't add a corresponding check before the tests are fixed.

Specifically:

CrashRestoreComplexTest.RestoreSessionForThreeUsers
MagnificationManagerTest.TypePref
MagnificationManagerTest.LoginAsNewUserUnset
