Regression: Unable to expand 'Details' of 'View certificate' under Security section of DevTools

Issue description

Chrome Version : 69.0.3475.0 (Official Build) Revision 95ab095d962f25bee2255b45bc08707b683c821c-refs/branch-heads/3475@{#1} (64 bit)

OS: Mac 10.13.6 (Touch Bar)

Steps to reproduce:
1. Launch chrome, open DevTools and click on 'Security' section.
2. Click on 'View Certificate' button and pop-up window will appear.
3. Now click on arrow (>) button 5-6 times to expand/collapse 'Details' from pop-up window and Observe.

Actual Result: Unable to expand 'Details' of 'View certificate' under Security section of DevTools.
Expected Result: Should be able to expand 'Details' of 'View certificate' under Security section of DevTools.

This is a Regression issue seen from 'M-62' and providing the bisect info below:

Good Build: 62.0.3173.0 (Revision: 490803)
Bad Build:  62.0.3174.0 (Revision: 491203)

You are probably looking for a change made after 491059 (known good), but no later than 491060 (first known bad).

Note:
1. Issue is also seen on M-67 Stable (build #67.0.3396.99), M-68 Beta (build #68.0.3440.42) & M-69 Dev (build #69.0.3472.3).
2. Issue is not seen on Windows (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.14) & Linux (14.04 LTS).

"Mass UI Triage" update :
Rechecked the above issue on Mac 10.13.6 (Touch Bar) using latest Canary build : 72.0.3610.0 and the issue is still reproducible.

@erikchen: Could you please take a look in to this issue.
