Date.getTimezoneOffset gets incompatible offset

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/66.0.3359.170 Safari/537.36 OPR/53.0.2907.99 Steps to reproduce the problem: 1. open in chrome https://jsfiddle.net/fooloomanzii/7ecust20/9/ 2. open in firefox 3. compare console output What is the expected behavior? It should be: d1: Sun Jan 31 -001 19:00:00 GMT-0500 (Eastern Normalzeit) 300 d2: Thu Jan 31 1850 19:00:00 GMT-0500 (Eastern Normalzeit) 300 d3: Thu Jan 31 1980 19:00:00 GMT-0500 (Eastern Normalzeit) 300 or equivalent to the set timezone. What went wrong? The timezone is set wrongly for date below certain dates. The behaviour differs also according to the system timezone (see attachment). Did this work before? Yes 66.0.3359.170 (Chromium) Chrome version: 67.0.3396.99 Channel: stable OS Version: 10.0 Flash Version: Shockwave Flash 30.0 r0
