What steps will reproduce the problem?
(1)Sign into User -> Now click on Uber Tray -> Press 'Tab' key and observe Tab focus is on Profile picture(unable to click)
(Please refer Video)

Expected: Unnecessarily Tab focus should not be seen on Profile picture, as it is unable to click(on hovering able to view User Name and User Id)
Actual: Instead Unnecessary Tab focus is seen on Profile picture

This is Regression Issue as same is working fine in 69.0.3457.0/10784.0.0 dev-channel Daisy
