Regression: Add Images icon is missing in My Images of Set Wallpaper overlay

What steps will reproduce the problem?
(1)Sign-in to user>> Open Set Wallpaper overlay and click on My Images and observe

Actual: No Add icon is seen to Add images
Expected: Add icon should be seen to Add images

This is a Regression issue as same is working fine in 69.0.3464.0/10806.0.0 dev

Note : Issue is not seen in Linux,Windows OS

This is WAI. The images in the Downloads folder are auto added to the My Images section, so there's no need for an Add button. If there's no image file in the folder then a "no image" icon is shown.

Open Set wallpaper, go to My images and take screenshot. Unable to find the screenshot in My Images(when we take screenshot with My Images tab open, the screenshot should get reflected immediately in My images) where as if we take screenshot with files app open, the screenshot gets reflected immediately. Attaching screencast for reference.

Hence, re-opening the issue for confirmation.
