Icons and time stamp not displaying with normal size while playing videos from (http://146.148.91.8/medialinks/medialinks.html) in landscape mode

What steps will reproduce the problem?
1.Flash and factory wipe the device with build - QPR1.180626.001 and complete the setup.
2.Open the link http://146.148.91.8/medialinks/medialinks.html in chrome browser.
3.Play the videos "quick time"
4.When video start playing tape on maximize button and Observe

What is the expected result?
Icons and time stamp should display with normal size.

What happens instead?
Time stamp,Speaker icon and maximize button are not displaying with normal size.

Chrome versions tested:
68.0.3440.33(Stable), 69.0.3474.2(Canary)

OS:
Android 8.1.0

Android Devices:
Pixel 2 XL

Using the per-revision bisect providing the bisect results,
Good Build - 69.0.3446.0 (563012)
Bad Build - 69.0.3448.0 (563958)

You are looking for a change made after 563681(GOOD), but before 563682(BAD).

Status: WontFix (was: Assigned)
The controls are now supposed to scale with video size, so this is WAI. However, for those who are concerned about how large they currently are, we are currently updating the larger sizes to be not quite as large:  crbug.com/857145 .
