Regression: Default cursor is missing in Join WiFi network overlay

Chrome Version: 69.0.3474.0/10824.0.0 dev channel Kip,Daisy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In Connect to Network overlay, click on any WiFi and observe

Actual: Default cursor is missing on Password field
Expected: Default cursor should be seen on password field

This is a Regression issue as same is working fine in 69.0.3464.0/10806.0.0 dev

Note : Issue is not seen in Linux,Windows OS
       Issue is also seen in signed in screen
