What steps will reproduce the problem?
(1)Sign into user >> In App Launcher >> Open App info of any app that has 'open as tab/Window' drop down
(2)Press Ctrl+Shift+(+) to maximize the screen resolution and observe the app info overlay 

Actual: Black lined borders is seen and varies with different resolutions
Expected:No such border variations should be seen 

This is a Regression issue as same is working fine in 69.0.3464.0/10806.0.0 dev

Note : Issue is not seen in Linux,Windows OS
