What steps will reproduce the problem?
(1)Sign into user >> Open ubertray >> go to Notifications section
(2)Observe the toggle button of Do not Disturb,when it is in disabled mode.

Actual: Toggle button appear as a white dot (not clear) in disabled mode
Expected: Toggle button should be seen clear in disabled mode

This is a Regression issue as same is working fine in 69.0.3464.0/10806.0.0 dev

Note: Issue is not applicable to Linux,Windows OS
