A11y Keyboard turns to scrubby inputview layout when input password.

REPRO STEPS:
1.Switch to A11y.
2.Put cursor into any password input-box.
3.Check keyboard UI.

Actual result: 
a scrubby input view keyboard display.

Still repro on the latest version: 69.0.3479.0,10840.0.0 kevin.

A11y keyboard height is 290px, it's smaller than normal keyboard (372px).

For ally keyboard, whatever it in password or other normal input box.
They should be have the same height.

For the normal keyboard, they are same.

I check, keyboard doesn't change height when inside password box or normal input box.
