'?123' key should not appear for HW of a11y/full-layout

Issue description

Version 69.0.3474.0(Official build) canary (32-bit)
Platform 10822.0.0(official build) canary-channel kevin
Firmware Google_Kevin.8785.264.0


REPRO STEPS:
1.Switch to any US A11y keyboard.
2.Open HW layout.
3.Check UI.


Actual result: 
'?123' key display on the low-left corner.

Expected:
'?123' key should not appear,since there's no '?123' layout for A11y/full-layout keyboard.

Note:
This issue also for full-layout.

Still repro on the latest version: 69.0.3479.0,10840.0.0 kevin.

Hmm, the new UI specs have '?123' key as well, so this more like a bug on the UI spec.

It's fine to show "123?" in handwriting keyboard.
A11y qwerty keyboard doesn't have symbol keyboard.
It doesn't mean handwriting keyboard can't have symbol keyboard.
